Rubio described the initiative as a reversal of decades of offshoring, arguing that Washington had wrongly bet manufacturing could simply migrate wherever labor was cheapest. "Why build a new wheel when we already have a wheel?" he told the audience, urging universities to spend less energy reinventing manufacturing knowledge and more energy teaching it. Vance tied the effort to national security, saying the country "cannot run an economy entirely on services and finance."
Two Phases, Different Campuses, One Curriculum
Fundamentals coursework begins this fall at seven regional partner schools, according to the State Department's announcement: Arizona State University, Georgia Institute of Technology, Ohio State University, Penn State, the University of Kansas, Vanderbilt University and Washington University in St. Louis. Those sessions walk students through factory design, supply-chain sourcing, plant economics and the permitting hurdles that slow projects down.
Stanford's involvement this fall looks different. The university helped shape the curriculum alongside the State Department but is not hosting fundamentals classes this semester. Its own contribution, a ten-session advanced track covering precision tooling, industrial automation and defense production, doesn't begin until January 2027, the program's second phase. Combined, the two phases total seventeen sessions across eight institutions, though only seven are actually teaching students this fall; Stanford's classroom role starts next year.
Executives, Not Professors, Run the Classroom
Instruction across all seventeen sessions comes largely from founders and chief executives at advanced manufacturing companies rather than career academics. Beyond U.S. instructors, teaching teams pull from fellow Pax Silica economies Japan, South Korea, Taiwan and India, ASU's account of the launch shows.
Arizona State University is positioning its Polytechnic campus and its School of Manufacturing Systems and Networks as central to the effort. "ASU is built for this assignment," university president Michael Crow said. The 3.8-million-worker estimate isn't new; shortages in semiconductor, defense and energy-infrastructure hiring have been flagged repeatedly as factory investment has accelerated. What's new is a federally coordinated curriculum meant to convert that investment into actual hires rather than leaving the problem to individual employers and community colleges. Rubio told the launch audience the effort would need backing that outlasts any single presidential term, describing it as a multi-generational commitment rather than a short-term grant program.
What Isn't Public Yet
Neither the State Department's release nor the university partners have detailed how students apply, whether coursework carries tuition, or how many seats the first cohort holds. Officials say they're working separately with Congress to bring trainees from allied Pax Silica economies into the program, though no funding mechanism specific to Foundry School has been made public. The first fundamentals cohorts begin this fall; Stanford's more technical sessions follow in January.
