President Donald Trump is scheduled to travel to Ireland on 12 and 13 September aboard a Boeing 747 donated by Qatar, despite pending security upgrades.
The $400m jet was temporarily removed from presidential service in July following a potential Iranian threat at the NATO summit in Turkey.
White House officials have not confirmed when the security upgrades will begin, with reports suggesting work could be delayed until after the US midterm elections in November.
Trump's itinerary in Ireland includes meetings with President Catherine Connolly and Prime Minister Micheál Martin in Dublin, as well as a visit to his Doonbeg golf resort.
The Qatari aircraft serves as a temporary replacement while Boeing builds two new official Air Force One jets under a program estimated to cost over $5.6bn.
