As a person living in China, I'll try to clarify, based on my understanding of how things work here. The Chinese government does indeed see the country as a democracy with, er, "Chinese characteristics." They call it whole-process people's democracy. The way it works is, people vote for their leaders at the community/local level, and in turn, those leaders vote for the city leaders, who vote for the provincial leaders, who vote for the national leaders. The leaders at the national level, who supposedly come from all walks of life, solicit suggestions from the common people to propose legislation when the National People's Congress convenes. In this way, China says everyone is involved in the democratic process, and therefore it is "whole-process people's democracy".
