This happened to me. Our whole neighborhood had to pitch in $700 each for a new sewer system. On the last day, the contractors finally got to my part of the street and started to dig where they were going to put the grate. Right away, I saw that it was on the wrong side of our driveway - the rain water would divert on the south side of the driveway and flow onto the sidewalk. I tried to say something, but they had their orders from the municipal planners. The next day, as it was raining, a few of the township people came to inspect the work, saw the rain completely bypassing the drain and one of them said loud enough for me to hear - "welp, that seems like it was placed in the wrong spot". It sits there to this day, not doing what it was supposed to do.
