I think it works by getting long stiff bits of.. broom material.., dying them, arranging them in circular shapes so that the ends make patterns as shown, and then tying them together most of the way down (except at the end, where the bristles spread out more (aren't as tightly packed) to make the broom part (the bit that touches the ground)). The sweeping bristles would be coloured in the same patterns, but larger due to being more spread out. LMK if you don't understand my explanation (and what you are confused about), and I'll try to draw a picture or something to explain better.
