YES! You can go as fast as you want (as long as it is 'safe') but don't change it often without reason. That is so bad especially with high traffic count. It makes everything worse!!

'Today I Learned': 30 Intriguing Things People Didn't Learn At School, But Found On The Net (New Pics)

There IS a Button to activate the Wiper! No need to change the interval in an unclear situation... Just press the button and change the interval later. Absolute the drivers fault and thats what the law says, dont use touch devices in situations where its not safe... Nothing special about Tesla, its just hyped by anti-Tesla people.
