Is that legal? Taking photos of people in focus without their permission?

In Finland it´s legal to photograph anything you want in public places. It´s part of Freedom of Speech. You can´t expect privacy in public places. Is it ethical is another question. I see no harm to those whom I photograph. They´re not in dire situations or anything like that.
