I think that's supposed to be Kim Jong-il. And agreed, pets aren't the "missing thing" that would make a bad person into a good person. Hitler allegedly treated his dogs very, very well. And Putin also has many dogs and he's obviously not even REMOTELY a good person. Jokes are all well and good, but I'm not a fan of the implication - even in a comic strip - that "oh, horrible people just need pets in their lives, then they'll be less evil towards other humans!"
