When fox behave friendly it can be a sign they are infected with rabies. It is best to be cautious with wild animals.

The spikes will not impale the birds. The birds are smart enough no to land on the spikes, if they try they move on. They also do not land with enough force to impale themselves
Despite advice and predictions there are no hurricane psychics who could have pinpointed who, where and when would suffer the most or be in such danger that the resources and money and time needed to move an entire community would be practical and necessary at that time until it had already began
