No, it's not forbidden. It's an unwritten rule to make sure no one confuses the bride with a guest. Women who wear white to a wedding and who are not the bride are seen as attention-seekers and therefore insecure, immature and downright rude.
If you mean English-speaking countries, it's not forbidden. It is viewed as rude and socially unacceptable because it mocks the bride's traditional white dress and puts the attention on the inconsiderate person who thinks they deserve the spotlight instead.
