I'm merely speculating, but I guess the doc meant to distort her memory like you might under hypnosis. I'm not sure if that makes it actually better, but it changes the tone from "W*F! weird and creepy!" to "manipulative".

Kids these days. Used to be commonplace (edit: as per the picture title ,it was called a gasometer) in pretty much every town, certainly in the UK, where they stored "town gas" which was standard from the late 19th century through until the 1960s/70s. The whole structure would move up or down to accommodate the gas, which was not pressurised, so the staircase needs to extend and contract as well.
