The dark web is a small but significant part of the entire web. Yes, it can't be accessed with your regular browser, it's rife with criminal activity, and you could fall prey to malware and scams, but the dark web can also be used to improve your privacy, search anonymously (journalists using it to be incognito, for example), and share information without fearing getting caught (think whistle-blowers).
