A statue of Captain Cook, repeatedly targeted by vandals, has sparked debate among leaders after a council voted to remove it due to the high cost of its upkeep.

The City of Yarra, which covers Melbourne's inner east and north, voted unanimously on Tuesday to scrap the statue at the entrance to Edinburgh Gardens in Fitzroy North.
