Washington Commanders coach Ron Rivera had seen enough. After quarterback Sam Howell was intercepted midway through the fourth quarter in Sunday’s loss to the Los Angeles Rams, Rivera decided to sit Howell and insert veteran Jacoby Brissett into the game.
