Wayne Bennett has suggested officials consider treating Tonga and Samoa as tier-one rugby league nations if they want to stop players jumping between teams.

In a move that would force some of the game's biggest stars to choose between playing State of Origin and representing their heritage, Bennett suggested it could be time to upgrade the Pacific heavyweights.
