Castro acknowledged the frustration that has persisted for years regarding Congress's inability to pass comprehensive immigration reform, which could help alleviate the challenges seen at the U.S.-Mexico border. He emphasized the need for negotiations on border policies, particularly concerning legislation to provide pathways to legalization for DREAMers and DACA recipients and reforming the visa system. However, he expressed concern about these negotiations being tied to unrelated issues like foreign aid, urging a more focused approach.
