Landslides, flooded roads and even sewage have impacted an "exhausted" community lashed by heavy rain just weeks after recovering from a natural disaster.

Homes were inundated, roads destroyed and 30,000 properties left without power in Townsville, north Queensland, in February after wild weather struck.
