A long-awaited plan will be unveiled by the government to give it more levers to bring down migrant numbers to a "sensible" level.

Home Affairs Minister Tony Burke will speak at the National Press Club on Thursday, more than a month after his initial appearance at the venue was cancelled at the last minute, with disagreement within cabinet about the changes.
