Optus has apologised after its second network outage in a year, with police forced to conduct welfare checks after dozens of calls to emergency services failed to go through.

The outage, which lasted for an hour and 16 minutes starting at 1.30pm on Friday, affected customers in Victoria, Tasmania, South Australia and the Northern Territory.
