The Assembly Admin locked area in Stella Montis offers some incredible loot, but you'll have to be really lucky to find its key in ARC Raiders.
Like most locked areas inside the game, you'll need to obtain a key. While there's no exact location for the key to spawn (it varies based on your luck), you can try to find it at certain locations that have better odds when it comes to keys.
