A Victorian man who wants to overturn a council's move to prevent the placing of corflute signs in front yards so he can promote a former high-profile journalist turned political candidate has faced court.

Ex-ABC reporter Zoe Daniel is running as an independent in a bid to knock off Coalition MP Tim Wilson in the federal lower house seat of Goldstein.

Her campaign manager, Keith Badger, on Thursday faced the Victorian Supreme Court, seeking a declaration that the display of signs by landowners promoting Ms Daniel does not constitute a contravention of the Bayside Planning Scheme.

Mr Badger is also seeking an injunction restraining Bayside City Council from issuing fines or commencing criminal proceedings against landowners for displaying a Zoe Daniel sign.

Bayside City Council in February said that given the House of Representatives election is not due until September 3, any signs erected before June 3 are unlawful, until the election has actually been called.

The matter will return to court at a later date.
