The Kremlin breached its international obligations by raising nuclear tensions amid the war in Ukraine, according to a top US arms control official, pushing some countries to reassess their dependency on Russia for atomic fuel and technology.
Bonnie Jenkins, under-secretary for arms control and international security at the State Department, said the US is ready to help allies in Eastern Europe escape their reliance on Moscow.
